The Caritas Philippines Academy is the official learning and training institute of the Catholic Bishops’ Conference of the Philippines (CBCP). It is dedicated to equipping Church leaders, social action workers, and clergy with essential knowledge and skills for social transformation.
To support the Academy’s training and capacity-building initiatives, Caritas Philippines is hiring a Program Assistant to provide clerical, financial, and documentation support. The position is project-based for six (6) months but may lead to regularization based on performance evaluation.
Duties and Responsibilities:
- Administrative and Clerical Support
- Assist in organizing training programs, workshops, and meetings.
- Prepare and manage necessary documentation, including attendance sheets, certificates, and reports.
- Maintain an organized filing system for program-related documents.
- Coordinate logistics such as venue arrangements, accommodations, and travel requirements for participants.
- Finance Support
- Assist in preparing budget requests and financial liquidation reports.
- Ensure proper documentation of expenses and receipts for financial accountability.
- Work closely with the Finance Team to comply with financial reporting requirements.
- Training Documentation
- Provide on-site documentation during training sessions, including note-taking and photo documentation.
- Prepare summary reports and minutes of meetings.
- Assist in encoding and organizing training outputs and evaluations.
Qualifications
- Fresh graduate or with up to one (1) year of relevant experience in administration, finance, or program support.
- Bachelor’s degree in Business Administration, Management, Finance, Social Sciences, or a related field.
- Strong organizational skills and attention to detail.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and Google Workspace.
- Experience in handling financial documentation is an advantage.
- Excellent communication skills (both written and verbal).
- Willing to be based in Tagaytay City during the engagement period.
Work Arrangement & Compensation
- The position is full-time and on-site at Caritas Philippines Academy in Tagaytay. Administrative work may also be moved to the Intramuros office as needed.
- Compensation will be commensurate with experience and organizational standards.

Job Location: Intramuros, Manila
Under the direct supervision of the Head of Finance, the Finance Officer is primarily responsible for the development, execution, monitoring, controlling and reporting all of finance aspects of Caritas Philippines Inspire Project. He / She shall prepare financial statement, schedules, and reports. The main goal of the Finance Officer is on financial and accounting. He/she shall set clear financial monitoring techniques and monitor the financial systems and procedures of the organization, collaborate effectively with concerned leadership, managers, and staff in all levels, manage the financial resources with integrity, and apply quality financial standards and policies in all areas of the program interventions and organizational learning.
Duties and Responsibilities:
- Keep track Project budget and expenditures, make analysis on cost effectiveness, and prepare related field visit monitoring reports.
- Check and verify financial support documents, and approval/authorization entities including delegation;
- Coordinate with Caritas Ph finance unit for briefing and updates on the financial status and project activities planning;
- Check and review quarterly financial plans and ensure that they are in accordance with budget and log-frame targets;
- Receive Tally data on monthly basis and generate reports (budget vs. expenditure, trial balance, cash balance sheets, etc.)
- Prepare financial analyses on cash balances (Grants receipts vs. Actual Expenditures) and make remarks, if any, on the financial management tool
- Submit to finance head monthly financial reports
- Trace grants against receipts in the bank accounts; acknowledge official receipts.
- Work through coordinated / delegated approach on financial management systems and place emerging issues for effective mitigation;
- Coordinate with Caritas Ph in preparing timely financial & narrative reports in compliance with donor requirements;
- Attend, participate and assist in all meetings, on-going formations, team buildings and other related activities that may be required and/or called for by the management.
- File accounting documents such as check vouchers, official receipts, journal vouchers, deposits slips, among other medical reimbursements, payroll, etc.
Qualifications:
- Bachelor’s degree in Accounting, Business Accounting, or a similar field preferred.
- Proficiency in Microsoft and purchasing software.
- At least 2 years of experience as procurement officer or in a similar position.
- Strong communication and negotiation skills.
Duties and Responsibilities:
Educational requirements: BS in Accountancy, Business Administration, or any related course; CPA is an advantage.
Minimum experience: At least three (3) years’ experience in basic accounting and bookkeeping procedures and financial analysis with exposures in business and NGO operations.

: Able to work under pressure of meeting deadlines without sacrificing the need for accuracy and correctness of details of records and reports.
: Strong interpersonal skills to ensure maximum coordination with concerned groups; respects limits and levels of authority;

Human Rights is an integral part of Justice and Peace, a mandate entrusted to the Episcopal Commission on Social Action, Justice and Peace (ECSA-JP), as CBCP’s response to social injustice, human rights violations and desecration of the Integrity of God’s Creation which constitute to poverty and inequality in the Philippine society. Human Rights program is an integral component in respecting human dignity, a manifestation of the fulfilment of God’s covenant relationship.
The Program Officer takes lead in the planning, implementation, documentation and reporting of the Human Rights Program aimed at contributing structural changes towards social transformation, such as contributing towards pro-people/ pro-poor and pro-nature legislations and establishing Justice, Peace and Integrity of Creation (JPIC) structures and programs in the dioceses and promoting the culture of peace, in partnership and consultation with the DSACs and other partners, and in coordination with other programs and units in the national secretariat office. Tasks include providing technical assistance in promoting human rights orientation/ action among staff in the national office and the CBCP, and assisting in the development of JPIC program in the dioceses/ Social Action Network (SAN), and their monitoring and evaluation. Mobilization of resources to respond to the orientation/ education/ capacity-building needs and priority issues of the SAN, which includes cooperating and direction-setting in the conceptualization and development of Human Rights Program’s proposals; and initiating/ facilitating of partnership-building, collaboration and networking among Justice and Peace practitioners and promoters in the areas of information, capacity-building, advocacy and solidarity support action, are important function of the role. The Program Officer may also represent Caritas Philippines in activities pertaining to Human Rights theme and concern, or as delegated by the Justice and Peace Head and/or by Executive Secretary.
The HR Program Officer will coordinate with Justice and Peace Program Coordinators of 30 Dioceses with HR/ JP Program, to ensure development and establishment of their diocesan JP program, capacity-building (human rights education) of local human rights advocates/ defenders and stakeholders and implementation of the program through selected parishes and their Basic Ecclesial Communities.
The HR Program Officer should assist in organizing or facilitating Social Action Network (SAN) meetings/consultations are part of the strategy in strengthening the SAN for Justice and Peace through facilitating regular communication and coordination between the national secretariat and among the dioceses in the sub-regional groupings. The Officer will help ensure that the DSACs involved in HR Project coordinate with each other to strengthen their action towards human rights, justice and peace issues and other pressing concerns and recommend accordingly to the national secretariat office what can be responded at the national level. The Consultations also facilitate familiarity of the DSACs with the national secretariat which paves way for easier communication and solidarity action as one Social Action Network. The SAN and its 8 regional groupings are directly under the responsibility of the Executive Director; the role of the Officer is to provide assistance to the JP head the necessary technical and coordination support to facilitate the venue for gathering of Regional Justice and Peace Program Coordinators, with participation of the Executive Director, as well as ensure concerns are raised to the Executive Director/ ManCom for action.
Duties and Responsibilities:
- Study and assess the development of the Human Rights Program at the national and local levels in the context of the prevailing socio-political situation at all levels, and recommend, in consultation with the JP Head and approval of the Executive Director, appropriate actions and steps that are necessary for the effective and efficient implementation of the Program.
- Manage and coordinate overall strategic and general direction of the Program:
- Conceptualize, define, develop and recommend strategies, system or mechanism in developing justice and peace practitioners, DSAC and other JPIC partners into strong and stable network.
- Ensure that program plans and activities are reported and coordinated with other programs and units at the national level.
- Regularly update the JP Head in the development of the Human Rights Program in concurrence with the Executive Director.
- Provide technical assistance to the 30 DSACs with JP Program and other JPIC partners in the development and management of the Human Rights Program.
- Help provide direction and program input to resource mobilization and proposal-making effort of other program/ units.
- Ensure timely submission of regular work plan and other required reports and plans pertaining to the Program.
- Ensure Human Rights program operational plans and activities promote, align, support and contribute to the achievement of Caritas Philippines’ defined goals and objectives with specific timeline.
- As approved by JP head, help coordination with DSAC Directors and the identified sub-regional JP Program Coordinators for regular updating to accompany and facilitate their regional and/ or Program meetings with participation of Caritas Philippines Executive Director, JP Head and other Program Heads as necessary.
- Facilitate meetings and follow-up discussions to identify local Human Rights issues and concerns and possible areas of intervention and support at the national level, and other assistance needed by the DSACs/ sub-regional representatives.
- Regularly attend and assist all meetings, on-going formation, and activities that may be called by the JP Head and Executive Director.
Qualifications:
Educational requirements: Bachelor Degree in Social Sciences, Sociology, Community Organizing and Development or any related course; Master’s Degree in related fields an advantage.
Minimum experience:
- At least three (1) year experience in Program Organizing and in the fields of Human Rights, Ecology and Justice and Peace;
- Attended courses or training and/or coordinated training sessions on Justice and Peace, Human Rights, Paralegal, Peace and Conflict Resolution and/or Peace and Development.
Specialized training/skills:
- At least has background knowledge in Church leadership and structure, particularly the Justice and Peace and Integrity of Creation network.
- Commitment to Human Rights and/ or Justice and Peace promotion and actualization and to the Social Action apostolate.
- Practical application of the Catholic Social Teaching, social analysis, principles and the human rights-based approach.
- Experience and direct involvement in social issues and concerns, justice and peace initiatives and related project proposal making.
- Reverent and appropriate communication skills with the Church hierarchy and all levels of personnel in NGO/ Religious partners.
- Documentation, synthesizing and reporting at meetings and conferences, online and face-to-face.
Knowledge, abilities, skills:
- Knowledge of the objectives, functions and relate policy and regulations pertaining to its program/ unit and of the organization in general; as well as in other laws related to the Program.

Main Responsibilities:
Under the authority of the Caritas Philippines’ Executive Director and the Humanitarian Head in coordination with the Program Coordinator of the Humanitarian Office, the Project Officer is primarily responsible for the coordination and collaboration on the project activities of the Dioceses of DADITAMA (Davao, Digos, Tagum and Mati) under the “Emergency and Early Recovery Assistance to Communities affected by Flooding, Philippines 2024-2025”. In particular, he/she will coordinate and monitor the implementation of the above project.
This position needs effective support to manage all aspects of the project-related activities, especially in the context of ensuring that the member Diocese Social Action Center of DADITAMA Sub-Cluster in Mindanao shall be organizationally strengthened in responding to emergencies. Likewise, the Diocese Social Action of Mati to be accompanied in the implementation of the Shelter Project, to be including strong support and oversight of administration systems and issues, in compliance with agreed Caritas Philippines policies and procedures and donor regulations, as well as ensuring their management in adherence with SPHERE, Core Humanitarian Standard and Do No Harm principles.
Key Responsibilities:
A. Coordination
- Perform over-all coordination of the “Emergency and Early Recovery Assistance to Communities affected by Flooding, Philippines 2024-205” Project activities in the DADITAMA Sub-Cluster and the Diocese Social Action of Mati affected by the Mindanao Shearline;
- Ensure that the Emergency Appeal Project operational plans and activities promote, align, support and contribute to the achievement of DADITAMA Sub-Cluster and the Diocese Social Action of Mati defined goals and objectives within specific timelines.
B. Capacity Building
- Assists organize and support facilitation of trainings on Humanitarian related capacity building for DSAC staff and Volunteers of the Sub-Cluster and Parish Community;
• Support DADITAMA Sub-Cluster in strengthening their organizational development on Humanitarian Response prior/during/post crisis in emergencies.
C. Technical
- Work closely with the Program Coordinator (Caritas Philippines) in providing technical assistance on capacity building and shelter project activities to the DSAC partners of DADITAMA Sub-Cluster with the support of the Caritas Philippines’ Humanitarian Team.
- Lead the preparation and formulation of detailed implementation plans, budgets and log frames required by the project with the aassistance of the DSACs Shelter – Community Organizer and Finance Officer;
- Ensure the procedures of procurement and purchased of needed materials/items complies with the policies and guidelines;
D. MEAL
- Conduct periodic site visits to monitor project implementation progress and verify accuracy of reports and ensure compliance with grant management procedures and regulations;
- Support the Shelter – Community Organizer and Finance Officer in the collection and preparation of required reports including donor narrative reports, as well as other reports needed/required donors and Caritas Philippines;
- Maintain records of data base and information as part of the MEAL component of the project.
E. Networking
- Identify and establish contacts with relevant organizations and stakeholders in relation to the Emergency Appeal interventions.
- Represent Caritas Philippines on the over-all cluster coordination meetings;
- Maintain regular communication and good working relationship with DSACs, Parish and Caritas Philippines staff to ensure adequate and transparent information dissemination.
Qualifications:
– Any 4-year course or equivalent to 3 years experience in humanitarian and development works. With 1 year Project Management experience, particularly in an assistant supervisory role in the fields of Community Development, and/or Relief & Rehabilitation program operations.
– Experience in working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates;
– Experience in working with faith-based / church organisations is an asset;
– Strong interpersonal skills in handling people with diverse personalities.
– Understanding of urban and rural development, with a focus on participatory processes, joint management and gender issues;
– Ability to handle level of pressure, multi-tasking, prioritization, problem solving, planning and analytical ability;
– Ability in building and maintaining collaborative relationships and institutional linkages;

- Ensure compliance with project budgets, timelines, and donor requirements, and manage project resources efficiently.

Qualifications:
– Bachelor’s or master’s degree in environmental science, forestry, natural resource management, or a related field.
– Proven experience in managing and coordinating development projects, preferably in the fields of biodiversity management, environmental conservation, sustainable agriculture, or community development.
– Experience in managing USAID projects is a plus.
– Strong understanding of bamboo cultivation, forest management, and sustainable livelihood practices.
– Excellent project management skills, including planning, implementation, monitoring, and evaluation.
– Ability to work effectively with diverse stakeholders and build partnerships for project implementation.
– Strong communication and interpersonal skills, with the ability to facilitate training sessions and workshops.
– Proficiency in data analysis and report writing.
– Ability to work independently and as part of a multidisciplinary team.

The Program Head will be responsible for providing strategic direction, overseeing program implementation, and ensuring the achievement of program objectives in alignment with the organization’s mission and vision.
Key Responsibilities
• Provide strategic leadership and direction for the Livelihoods Program, ensuring alignment with Caritas Philippines’ overall goals and objectives.

FINANCE OFFICER
Employment Status: Project-based

Job Location: Manila Office (with frequent travel)
Main Responsibilities:
Under the direct supervision of the Head of Finance, the Finance Officer is primarily responsible for the development, execution, monitoring, controlling, and reporting of all of the financial aspects of the Caritas Philippines Inspire Project. He/She shall prepare financial statements, schedules, and reports. The main goal of the Finance Officer is financial and accounting. He/she shall set clear financial monitoring techniques and monitor the financial systems and procedures of the organization, collaborate effectively with concerned leadership, managers, and staff at all levels, manage the financial resources with integrity, and apply quality financial standards and policies in all areas of the program interventions and organizational learning.
Key Responsibilities:
• Keep track of Project budget and expenditures, analyze cost-effectiveness, and prepare related field visit monitoring reports.
• Check and verify financial support documents and approval/authorization entities including delegation;
• Coordinate with Caritas PH finance unit for briefing and updates on the financial status and project activities planning;
• Check and review quarterly financial plans and ensure that they are by budget and log-frame targets;
• Receive Tally data every month and generate reports (budget vs. expenditure, trial balance, cash balance sheets, etc.)
• Prepare financial analyses on cash balances (Grants receipts vs. Actual Expenditures) and make remarks, if any, on the financial management tool
• Submit to the finance head monthly financial reports
• Trace grants against receipts in the bank accounts; acknowledge official receipts.
• Work through coordinated/delegated approach on financial management systems and place emerging issues for effective mitigation;
• Coordinate with Caritas PH in preparing timely financial & narrative reports in compliance with donor requirements;
• Attend, participate, and assist in all meetings, ongoing formations, team buildings, and other related activities that may be required and/or called for by the management.
• File accounting documents such as check vouchers, official receipts, journal vouchers, and deposit slips, among other medical reimbursements, payroll, etc.
Qualifications:
• BS in Accountancy, Business Administration, or any related course; CPA is an advantage.
• At least three (3) years of experience in basic accounting and bookkeeping procedures and financial analysis with exposure to business and NGO operations.
• Able to work under pressure of meeting deadlines without sacrificing the need for accuracy and correctness of details of records and reports.
• Strong interpersonal skills to ensure maximum coordination with concerned groups; respect limits and levels of authority;
• Values and observes the importance of confidentiality of the information within the Finance unit and the whole organization as well.
• Considerable knowledge of the principles, methods, and practices of finance and accounting.
• Well-developed oral and written communication skills.
• With adequate knowledge of computer operation especially MS Office and its application, knowledge of TALLY ERP accounting software is an advantage.
