Caritas Philippines affirms and supports the recent November 14 statement of Cardinal Pablo Virgilio David on the allegations made public by Rep. Zaldy Co. As the official arm of the Catholic Bishops’ Conference of the Philippines (CBCP) for Social Action, Justice and Peace, we call for truth, justice, and due process to anchor our nation’s discernment.

Any serious allegations must be formally submitted to the proper authorities, under oath and supported by credible evidence. Furthermore, we seriously urge Rep. Zaldy Co to return to the country and present his claims through lawful and transparent procedures.

A Clear Stand for Democracy and Stability

In line with Cardinal David’s statement, Caritas Philippines expresses deep concern on any action undermining the constitutional order, disrespecting or disregarding the rule of law and we make the following firm and principled appeals:

  1. No to military adventurism.

Our nation’s future must never be shaped by force, intimidation, or extraconstitutional pressure.

  1. No to revolutionary or unconstitutional takeovers.

Any attempt to bypass or dismantle democratic order threatens the safety, dignity, and rights of our people, especially the poor.

  1. Yes to a reformed, accountable government.

We support the full functioning of democratic processes and urge immediate reforms that enhance transparency, justice, and good governance.

  1. Protect the integrity of the 2028 elections.

The coming electoral process must be secure, peaceful, credible, and free from manipulation, misinformation, and coercion that we are seeing as early as today.

Guidance for the Filipino People

Our democracy is weakened by fear and confusion sowed by fake news and misleading information. We must stand firm and strong on truth, justice and genuine servant-leadership.

We are all called at this moment in our history and journey as a people to actively protect our democracy through vigilance and solidarity, guided by a collective conscience formed by a deep desire for and commitment to only the common good.

As a Synodal Church in mission, we must walk together, listening to and dialoguing with one another.

Even as we resist all efforts to distort the truth and divide us as a people, we renew our mission and invite all to join us so together we may in this situation “see clearly, choose well, and act right.” (Pope Francis)

Together, may we protect justice, nurture peace, and build a future grounded in trust, unity, and genuine care and compassion for one another.
